Biennial Report of the Albuquerque Lodge of the Chinese American Citizens Alliance, January 1, 2006 - August 7, 2007

November 2005
Dr. David Hsi, Albuquerque Lodge president, has been appointed by the Mayor to serve on the Senior Affairs Team for the overall transition effort to his next four years of administration. He will work with six other members to evaluate the Department of Senior Affairs and to recommend sustainable enhancement through workable goals and to identify current issues of concern to senior citizens. David states: "If any of our own Lodge members have concerns on the Senior Centers, Sports and Fitness, Social Services, Senior Volunteers, Nutrition and Transportation, please let me know and I shall bring these issues to our Team members and to call attention to the Mayor through the Senior Affairs Department. The Mayor requests that our Team as well as other transition teams and task forces complete our work by December 1 and submit the final reports to him by December 7."

January 2006
At the 48th Biennial National Convention held in Salinas, CA in August, 2005, Albuquerque Lodge won the top award in recruiting most new members and members under 50 among the lodges in our membership category. Also, at that convention, our own Carolyn Chan was elected as Grand First Vice President and Tony Chan as one of the Grand Executives. Carolyn will continue serving as the Grand Communicator for C.A.C.A.

April 2006
Dr. Mamie Chan and her training of the young children dancers, who performed beautifully following the Chinese New Year luncheon, is credited with increasing membership. Several of the young children were adopted from China and their parents were at the luncheon and also became members of our Lodge. Having many members from the Families of Children from China, plus opening membership to non-ethnic Chinese Americans has increased our rolls.

May 2006
Albuquerque Lodge participates in the Festival of Asian Cultures held at the Albuquerque Civic Plaza. Sponsoring a booth, the Albuquerque Lodge exhitibited its History of Chinese in New Mexico, and pictures of the Grand Lodge Advocacy Trip to D.C. Congresswoman Heather Wilson attended the exhibit and ABQ Lodge was happy to host one of her representatives in informing seniors about the changes to the Medicare Enrollment Plans.

July 2006
July 5 welcomed the official delegation from our Albuquerque Lodge-sponsored Chinese Sister City, Lanzhou, during the City of AlbuquerqueÕs Tricentennial Celebration

November 2006
Amendment 1 repeals the Alien Land Law in New Mexico, the last state to have the antiquated anti-Asian legislation in its Constitution. A re-statement of the title, to guarantee the right of all citizens to own property, made it easier for voters to understand the amendment, which was approved by 70% of the voters. A letter to the Editor of the Tribune from Pres. David Hsi & Sec. Rusty Chan likely increased the positive outcome. (Letter Below)

ÒTake out offensive anti-Asian words

In 1921, an amendment to the constitution of New Mexico was adopted to prohibit Asian immigrants from owning real estate. They were excluded from citizenship by the federal laws of the time.

Since then, those federal laws have been repealed, and New Mexico is the last state in the Union to have as part of its constitution such a law based on the racism of the past.

And since the federal appellate courts have concluded that these discriminatory state alien land laws violate the equal protection clause of the 14th Amendment to the U.S. Constitution, we should clean up the constitution of New Mexico by repealing this reprehensible language.

We, the members of the Chinese American Citizens Alliance Albuquerque Lodge, ask all New Mexicans of good conscience to vote for Amendment 1 on Tuesday, to repeal article 2, Section 22 of the constitution of New Mexico.

Our Lodge has a significant increase of new members and a great deal of interest and participation from many non-Asian Families with Children from China. Having 76 Members in 2005, weÕve increased to 106 in 2007.

April 2007
Our Lodge was greatly honored by the presence of our Grand Lodge President, Dr. Munson Kwok, at the noon Chinese New Year Dinner. He was introduced by our Lodge's Past President and current Grand Lodge First Vice President, Carolyn Chan. Dr. Kwok presented a monetary gift to our Lodge from the Grand Lodge in honor of his first official visit to our Lodge as President.

May 2007
Albuquerque Lodge participated in the Festival of Asian Cultures at the Albuquerque Civic Plaza, displaying the History of Chinese in New Mexico exhibit, art work from the 1995 Grand Lodge art contest and photos of the 2007 Grand Lodge Advocacy Trip to D.C. and Dr. Mamie Chan modeled in a fashion show for the Maxwell Museum of Anthropology.

July, 2007
In early July, Albuquerque Mayor Martin Chavez took a trade delegation to Lanzhou, our sister city in China. David Hsi, as chair of the Lanzhou committee and former President of the Albuquerque Sister Cities Foundation, accompanied the Mayor and the trade delegation. While in Lanzhou, Mayor Chavez and his counterpart, Lanzhou Mayor Zhang, signed a memorandum pledging the exchanges between the two sister cities in three areas, youth and students, business and trade, and tourism. With the help of the Chinese Ambassador, Mayor and Albuquerque Biopark officials met with the responsible officials of China Wildlife Conservation Association to discuss the possibility of bringing a giant panda to the Albuquerque Zoo. The negotiations are still ongoing, but appear more promising than previous discussions held in the last ten years. While in Beijing and Shanghai, Mayor and the trade delegation also met with the wealthy Chinese business leaders and invited them to visit Albuquerque in either October, 2007 or May, 2008. These successful Chinese business men showed strong interests of coming and making investments in Albuquerque and New Mexico.
